I-D's: announce-and-copy or copy-and-announce [Re: I-D ACTION:draft-ietf-ipv6-unique-local-addr-01.txt]



Hi,

There seems to be a process problem with announcing I-D's.  They are 
announced before they become available.  This happened with this 
one, and has happened in the past too (I guess the difference 
between these two events is not significant, though).

Shouldn't this be "copy first, then announce" ?
