I already entered this comment in the data tracker.  I am sending email in 
the hope that we can resolve the comments prior to the telechat tomorrow.

  Please change the title of section 7 to "Security Considerations."

  I do not understand the last sentence of section 7.  It says: "This is 
due to normal ARP sanity check for common subnet can not be applied in this 
case."
