Ted,

  The reason that it's worded the way it is is to make it clear that
existing proxy arp implementations can be used for this purpose.  I
first thought that there was a requirement to modify arp implementations
and asked them not to call it proxy arp, but they didn't like that change
because some people had already implemented it in terms of proxy arp
(in which case it's just configuration).

  That paragraph is a result of compromise and might not read as clearly
as it might.
