if one looks at the wg archives and the data tracker history for this draft, it's clear that this doc was late before it ever got to the iesg if the intent was to have it in place for this year's cycle. while i sympathize with mike's frustration, i don't think there's much point in freaking out or pointing fingers. google "how many quakers does it take to change a lightbulb?"
