if "publication" is "message gets sent from the RFC Editor that the RFC is ready", I think the earliest date we can be looking at is around November 1, *no matter* what the IESG tells anyone.


The critical point for the "packing" issue is Friday, October 10 - the date on which the nomcom chair has announced that the drawing will be done.

If you want to have Rich Draves follow the new rules on October 10, you have to accept that someone instructs him to follow the new rules without the new rules being published in archival form.
