Of course it can. The nameprep document is very clear on this, and 
has been for quite some time.

That is simply not true, and another ugly accusation. You have a 
habit of misquoting people who have tried to help you and the WG deal 
with the supposed problems that you bring up; the recent issues with 
you saying that Kent Karlsson said one thing when he said another is 
a good example of this.

It is disturbing that the main proponent of the reordering draft does 
not even understand the basics of the other protocols being discussed 
in this WG. It casts a very negative light on the reordering 
discussion. I hope that people voicing their opinions in the straw 
poll are not swayed by your misunderstandings.
