I'll put this in a README for the web site soon...

Let's take 

  http://www.port111.com/opsec/current/draft-jones-netsec-reqs-00.xml

as the starting point (.txt or .html if you must).  Use that for
review.  It's old, but it's stable.

I'm merging new stuff into

  http://www.port111.com/opsec/latest/

on a daily basis.  It makes a bad reference point, but shows
where things are going.

The other files to pay attention to are

  issues/open.txt
  issues/resolved.txt

which show open and resolved issues.   If you've got an issue, 
see if it's already in the open list or the resolved list
(resolved issues have been folded into latest/)
