I would support this.  We're talking about the same problem
spaces and the same interested parties.  Separating these into
disparate WGs seems wasteful from a resource point of view.
Separation would also likely tax interoperability.  Isn't this
a situation akin to IKE & IKEv2: not totally compatible but
addressed via the same WG.
