No -- you are not missing anything. My mistake on reading the ABNF. Sorry! But the ABNF is correct.

At a minimum, I think we may need additional examples of legal and illegal
NAIs.

Hmm... I'm not completely sure about that. But I see that you have some nits e-mail about the document too, so if I have to submit a new one anyway I could add a firstname.lastname example. We already have legal/illegal special character examples.
