I think it is reasonable that a provider might offer only a single explicit route to a given customer, or perhaps not offer the enhanced service at all. The new functionality is partly related to the number of options published by the provider, but also related to the act of making the route explicit (host becomes path aware). If the customer has two providers, even a single explicit path from each one starts to become useful.
