Tony,

Not with IPv4 or IPv6 I suspect. Their layer-4 protocols are already
firmly coupled to the layer 3 address and through APIs to the layer-7
applications. As long as they're coupled tightly, I expect that use of
the address for identifier purposes is inevitable.
