With all due respect to your customer (I suspect I have an idea who  
it might be in general terms and had similar conversations on  
different specific topics over the past couple of days), RFC 2026  
doesn't mention "the customer wants it" as a reason to take a  
document to PS, not does it mention announcing a need for it to be PS  
"as of today" as a reason that the IETF should jump through hoops. I  
would suggest that you consider following the procedures laid out there.
