If you are going to go down this path, and I hope you do: Deprecate
EUI-64 autoconfig for all purposes except link local, deprecate RA and
tell people it's OK to use less than 18.5 quintillion addresses per
subnet.  Many of us are doing that today for segments with only
routers/servers and we would like to do that wherever we please.  I
would hate to see someone hard code bit boundaries (/64), especially
based on something that is of little or no practical use.
