On my Debian testing/unstable system, I have the same:

,----
| $ apt-cache policy wl-beta
| wl-beta:
| Installed: 2.15.6+0.20090322-1
| Candidate: 2.15.6+0.20090322-1
| Version table:
| 2.15.9+0.20100208-1 0
| 500 http://ftp.uk.debian.org unstable/main Packages
| *** 2.15.6+0.20090322-1 0
| 990 http://debian.man.ac.uk testing/main Packages
| 100 /var/lib/dpkg/status
| $
`----

and it works just fine with emacs 23. I could upgrade to 2.15.9 (from
unstable) but haven't found the need yet...
