Or maybe extend org-issue.el

http://orgmode.org/worg/code/elisp/org-issue.el

I use it to record open issues with Org mode (I some weeks behind, I
know) and it allows in Summary:

  - capture an Org mode entry for a particular message
  - flag the message after capturing
  - jump to the Org entry
  - tag the Org entry
  - manipulate the todo state of the entry

Based on the message-id header which is stored in a Org mode property.

I might require some hacking to strip away the issue-specific parts.
