I wonder if it would be worthwhile to put in a little history...

something like:

The SMIng was chartered in (???) to develop a standards-track specification 
for the next generation data definition language for specifying network 
management data.
Its original plan was to have finished its first protocol work item in 
September 2001, and to have finished all its work in March 2002.

(*** NOTE *** check if that was the *original* plan, or a revised one)

It has failed to deliver these on schedule, and there seems to be little 
chance that it will deliver any time soon.

The group is now closed.

(*** NOTE *** - it did deliver one charter item - its requirements doc....
