...with the ability for WG chairs to override the first restriction
and submit -00 documents for their WGs up to two weeks prior to the
IETF.  WG chairs should be told that this is only for exceptional
situations, but it should be up to the WG chairs to determine
which situations warrant this exception.

WG chairs who regularly abuse the privilege (e.g. by submitting their
own documents late) should be fed to the pigs... :-)
