sheesh!  i can't type to keep up with you ietf politicians.

but fyi as you seem interested, essentially, we do not have a
strong rule.  the current fashion is to just note nits with a note
on a NO-OB.  but if the doc needs more than a nit change, i.e.,
semantics change or a large amount of text or whatever, then a
DISCUSS is usually used as a place-holder.  but style varies from
AD to AD.  

no matter what, the same questions and/or changes need to be
worked out with the same authors/wgs.  i.e., it really makes no
difference process-wise.  it's just a matter of notation and
remembering with whom to work.

for example, from a current document on today's call.

    From: Randy Bush <randy@psg.com>
    Date: Thu, 12 Jun 2003 21:36:37 +0900
    To: Alex Zinin <zinin@psg.com>
    Cc: iesg <iesg@ietf.org>
    Subject: Re: draft-ietf-bgmp-spec-05.txt

    your choice.  i was offering the discuss as a place-holder and
    to take the blame when people start screaming "delay."
