hi stephen,

i think we should not be distracted by the id tracker. it just
happens to be our only public, visible, tracking tool, and it has
its own set of goals, problems, etc. kinda like let's not try to
put all distributed data into the dns (or bgp, as is becoming more
popular today:-).

can we approach the liaison support problem de novo, and try to
sort out the requirements? e.g., we need a way to track and
tickle
o liaison communications one may need to/from the other
o documents one may need to/from the other
  o what else

the latter should probably allow links to the id tracker as well
as to the rfced queue.

and so on and so forth. let's try to understand the shape of this
batch of tomatoes before we try to shove them in the can we
already have. cool?

btw, what does ituX have for tracking tools? how does ieee track
issues and documents with ansi, iso, ...? (it's been almost two
decades since i was on sc22 tag, and things have likely grown a
lot and my mind has rotted considerably in that time).
