Basically, I think having a single document that is agreed to by both bodies is a mistake. Expensive, difficult, and very little benefit.

It is MUCH easier to deal with, procedure-wise, one body having a document that has meat in it, and the other approving a document that says "that other body's document is a fine document".

For an example of "fun", think about what the status of changes done in AUTH48 on a "joint" document would be - or an IESG member raising a DISCUSS on a document after the relevant ITU-T body had approved it - or the honored gentleman from Syria objecting in the ITU-T after the IESG has announced that an IETF standard has been published.
