what is "new?"  has not been on any agenda before?  has not been
on this agenda before?  has not been on an agenda for 42 weeks?

if it is gonna be on the agenda, then we are responsible for reading
it and commenting.  please keep life simple.

how might changes, particularly additions occur?

what items?  new ones?

this seems to describe our current process well.  i might phrase it a bit
differently.

  if circumstances cause an AD to wish to add an agenda item after the
  thursday deadline, then the secretariat will add it to the written
  agenda, but it is not formally on the agenda unless no other AD objects
  to the lateness of the addition.
