Addressing a Human Security Crisis

Stephen J. Toope is President of the Pierre Elliott Trudeau Foundation, an independent private foundation created in 2002 to promote interaction between researchers in the social sciences and humanities, and policymakers in government, the private sector, the arts community and the voluntary sector. On leave from the Faculty of Law, McGill University, where he has worked since 1987, and of which he is a former Dean, Professor Toope's scholarly interests cover the full range of public international law. His current research focuses upon international human rights law, legal and institutional constraints on the use of war as an instrument of policy, and the bases of legal obligation in international society. He currently serves as Chair and Rapporteur of the United Nations Working Group on Enforced or Involuntary Disappearances, and is a former President of the Canadian Council on International Law. Professor Toope was a law clerk to the Rt. Hon. Brian Dickson, Chief Justice of Canada. He has also served as board chair and member of various non-governmental organizations promoting human rights and international development, including the Canadian Human Rights Foundation, the Primate's World Relief and Development Fund of the Anglican Church and World University Service of Canada. His academic work has been awarded prizes from the American Society of International Law and the Canadian Tax Foundation.
