delays for a minor fraction of the packets (0.01% or fewer ?) and somme
added overhead due to encapsulation. This added costs must be compared
to the benefits of the new architecture." 

But the key issue is to who gains the benefits and who pays for it. The
content providers (hosting companies) will not pay for a solution that
only offers drawbacks to them, but benefits would go to ISP. There is no
incentive for content houses to deploy such a solution. 

I think in the last IETF there was a good presentation about what makes
a successful protocol. Worth of considering here as well.
