I made S/MIME certificate and tested.  Except I met (probable) Windows
specific problem, I could decrypt and view encrypted content.  So, I
don't understand the cause of your problem.

Please confirm decrypted raw content first.  After calling
mime-view-application/pkcs7-mime function, switch buffer (don't quit)
to the named like " *WL:Message*-123456-nil".  If you can't find the
buffer, confirm the value of mime-view-temp-message-buffer variable in
the preview buffer, i.e. named like "*Preview- *WL:Message*-123456*",
where decrypted content is displayed.
