These are two very different problems imho the second is quite easy imho but the second is quite hard and this is where the issues of dhcp, coordination, single point of failure in the proxy becomes an issue.
Yes, the second is trickier. I hadn't considered the second case, 
thanks for making it clear Erik was. ;)
To deal with the second case depends on how a shim-aware host decides 
to enable shim, I would guess.
The simplest way possibly would be to have a way to suppress end-host 
shim at a site which had shim proxies available.
